Managed IT Energy Utilities
NERC CIP doesn't ask if the OT network has internet. It asks who has access.

Managed IT energy utilities work across SoCal — municipal utilities, water districts, irrigation districts, pipeline operators, and distribution co-ops. OT/IT segmentation. NERC CIP awareness. TSA Pipeline Security Directives. AWWA cybersecurity guidance. The OT network is the operating system.

What managed IT energy utilities actually is

Managed IT energy utilities — where OT segmentation is the deliverable

Managed IT energy utilities differs from enterprise IT on day one: the OT network (SCADA, PLCs, RTUs) is not corporate IT. NERC CIP applies to BES Cyber Systems. CISA and EPA guidance govern water utilities under AWIA. TSA Pipeline Security Directives cover gas and hazardous liquid pipelines. None accept a flattened network.

The engagement: scope the OT zone, build the IT/OT DMZ per Purdue Enterprise Reference Architecture, implement segmentation with documented diodes or firewall policy, secure SCADA vendor remote access, document the evidence trail, and run corporate IT alongside. OT vendors (Schneider, Rockwell, Honeywell, Siemens) stay in their lane; WCC owns everything around them.

Why utilities need specialized MSP

Three utility IT realities a generalist MSP will get wrong

Utility IT operates under regulatory pressure most generalist MSPs have never seen.

OT and IT are not the same network

SCADA, PLCs, RTUs, and HMIs run on OT networks with different security models, patching cadences, and availability requirements. A generalist MSP that flattens OT into corporate IT creates regulator findings and operational risk.

NERC CIP applies to BES Cyber Systems

CIP-002 through CIP-014 apply to entities operating Bulk Electric System Cyber Systems. Distribution-only utilities have lighter requirements, but the trend is toward more enforcement, not less. The standards don't care that IT was outsourced.

AWIA enforcement is here for water utilities

America's Water Infrastructure Act of 2018 requires risk and resilience assessments plus emergency response plans. EPA enforcement is increasing. AWWA cybersecurity guidance is the de facto standard.

FAQs

Utility managed IT — common questions

NERC CIP standards (CIP-002 through CIP-014) apply to entities operating BES Cyber Systems — generally generation, transmission, and large balancing authorities. Distribution-only utilities (most California POUs) have lighter requirements but increasing scrutiny. The first step is BES Cyber System impact rating — high, medium, or low impact. WCC scopes the applicability during the OT assessment.

Federal AWIA (America's Water Infrastructure Act of 2018) requires community water systems serving 3,300+ to complete risk and resilience assessments and emergency response plans. EPA enforcement is increasing. AWWA J100 is the de facto standard methodology. California also has state-level water utility requirements through DWR and SWRCB. WCC produces assessment-grade documentation aligned to both.

Purdue Enterprise Reference Architecture (PERA): Level 0 (physical), L1 (basic control), L2 (area supervisory), L3 (site ops), L3.5 (IT/OT DMZ), L4 (site business), L5 (enterprise). The DMZ at L3.5 is the controlled crossing point. WCC implements segmentation with firewall policy, data diodes for high-impact systems, and documented vendor remote access paths into OT.

TSA Security Directive Pipeline-2021-02 (and successor directives) apply to TSA-designated critical pipeline owners and operators — primarily natural gas and hazardous liquid pipelines. Requirements include cybersecurity coordinator designation, incident reporting within 24 hours, cybersecurity assessment, and implementation plan. CISA coordinates with TSA on enforcement. WCC supports the documented compliance program.

Yes. WCC doesn't touch the SCADA platform itself — that's your relationship with Schneider, Rockwell, Honeywell, Siemens, or whoever the vendor is. WCC secures the network around it, manages the vendor remote access, segments OT from IT correctly, and produces the documentation regulators want to see. The SCADA vendor stays in their lane.

Scales with utility size, regulatory profile, and OT footprint. Small water district with flat network and minimal OT looks like standard small-business managed IT plus an OT assessment. Municipal electric utility with substation networks, AMI, and NERC CIP applicability looks meaningfully different. WCC scopes pricing during the OT assessment.
