Azure Virtual Desktop
VDI without the VDI infrastructure.
Azure Virtual Desktop (AVD) for SoCal businesses — cloud-hosted Windows desktops for hybrid work, BYOD, contractor access, compliance-bounded data, and offshore teams. Multi-session Windows 11 Enterprise hosted in Azure with pooled or personal host configurations. No on-prem VDI infrastructure. No third-party licensing on top of M365. WCC handles the AVD design, deployment, and lifecycle management.
Azure Virtual Desktop — cloud Windows desktops with Microsoft-native licensing
Azure Virtual Desktop (AVD), formerly Windows Virtual Desktop (WVD). The Microsoft-native virtual desktop platform — cloud-hosted Windows 11 (or Windows 10) desktops running in Azure, accessed from any device with a browser or the Remote Desktop client. Multi-session Windows 11 Enterprise (an AVD-only configuration) allows multiple users on the same host. Pooled hosts for cost optimization. Personal hosts for performance-sensitive users. No third-party licensing beyond M365 Apps for Enterprise and the underlying Azure compute consumption.
The use cases. Hybrid work where the corporate data stays in the cloud and the local device just renders pixels. BYOD where the user's personal Mac, iPad, or Chromebook needs Windows access. Contractors and seasonal workers where laptop provisioning is overhead. Compliance scenarios where data shouldn't touch endpoints — GLBA, HIPAA, NIST 800-171 contractor environments where CUI handling requires controlled enclaves. Offshore teams where the data has to stay in the US. Each scenario has a different AVD configuration. None of them are "deploy AVD with defaults."
This page covers WCC's AVD practice. For the broader managed IT context, see managed services. For VDI replacement from VMware Horizon or Citrix, see VMware alternatives. For broader cloud work, see Azure migration. Start with a free IT consultation.
Three AVD realities most default deployments miss
AVD is configurable. The right configuration depends on workload, license entitlement, compliance scope, and cost target. Three things most default deployments get wrong.
Multi-session Windows 11 Enterprise is unique to AVD
Outside Azure Virtual Desktop, Windows 11 (and Windows 10) Enterprise is a single-session OS — one user per Windows session. AVD enables multi-session Windows 11 Enterprise — multiple users on the same host. Dramatic cost efficiency for pooled workloads. Available nowhere else.
Pooled vs personal is a cost decision
Pooled hosts (multi-session, users land on the next available host) work for task workers, contractors, and call centers. Personal hosts (single-user assigned host) work for power users, developers, and compliance-sensitive workflows. Wrong choice means 2-3x overspend or unhappy users.
FSLogix profiles are the secret sauce
FSLogix manages user profiles across the AVD farm — the user signs in to any host and their profile follows. Without FSLogix configured correctly, pooled AVD breaks user experience. FSLogix ships with AVD licensing and requires explicit storage configuration.
Why choose WCC for AVD deployment & management
AVD design decisions are high-leverage — the right pooled vs personal architecture, FSLogix storage, and image management saves thousands per month while keeping users happy. The right partner has the Azure depth and the Windows desktop operations discipline.
22+ years SoCal infrastructure
Two decades of infrastructure work for SoCal businesses. AVD is not a learning curve — it's the cloud-hosted version of Windows desktop operations WCC has been doing since 2003.
Windows 11 Enterprise unique to AVD
Multi-session Windows 11 Enterprise deployments — the cost-efficient AVD configuration unavailable on any other platform.
FSLogix + M365 integrated
Native FSLogix profile management. Native M365 Apps for Enterprise. Native Intune compliance integration. No third-party brokers, profile tools, or licensing layers.
GLBA · HIPAA · NIST 800-171 enclaves
Compliance-bounded AVD host pools with audit logging, encryption, network isolation, and documented controls. CUI environments use AVD on GCC High where required.
The six service areas of AVD management
Every AVD engagement is scoped to use case mix, license entitlement, compliance scope, and existing infrastructure. These are the six service areas every engagement covers.
Use Case & Workload Assessment
Workload classification: task worker, power user, developer, contractor. License entitlement check (M365 includes AVD for many tiers). Hardware refresh cycle analysis. 3-year TCO model.
Pooled vs Personal Architecture
Pooled vs personal host pool decision per user group. FSLogix profile storage design (Azure Files vs Azure NetApp Files). Image management strategy. Region selection. Reserved capacity vs consumption pricing.
AVD Host Pool Deployment
Host pool deployment via Azure Resource Manager templates. Image build and update workflow. Application deployment via MSIX app attach or Intune. FSLogix profile container configuration.
M365 + Intune Integration
Entra ID integration. Conditional Access for AVD access. Intune device compliance for the connecting device. FSLogix Office container for Outlook OST and Teams cache.
Compliance-Bounded Enclaves
For GLBA, HIPAA, or NIST 800-171 environments, AVD host pools configured as compliance enclaves with audit logging, encryption, network isolation, and documented controls. CUI environments use GCC High where required.
Lifecycle & Cost Optimization
Auto-scaling rules. Reserved instance management. Idle host shutdown. Image update cadence. Cost tracking per host pool. Quarterly architecture review.
Azure Virtual Desktop — common questions
Azure Virtual Desktop (AVD), formerly Windows Virtual Desktop, is Microsoft's cloud-hosted Windows desktop service. Customers deploy host pools of Windows 11 (or Windows 10) virtual machines in Azure, and users connect from any device with a browser or Remote Desktop client. AVD uniquely supports multi-session Windows 11 Enterprise — multiple users on the same VM — which is not available outside AVD. Use cases include hybrid work, BYOD, contractor access, compliance-bounded data environments, and offshore team enablement. Microsoft licenses AVD as part of several M365 SKUs at no additional licensing cost — the customer pays only for the underlying Azure compute consumption.
Both are Microsoft cloud-hosted Windows desktops, but the model differs. AVD is infrastructure-as-a-service — the customer manages host pools, scaling, images, and storage. AVD supports multi-session Windows 11 Enterprise for cost efficiency. Windows 365 Cloud PC is desktop-as-a-service — Microsoft handles all infrastructure and the customer just assigns Cloud PCs to users at a flat per-user monthly rate. Windows 365 is always single-session (one user per VM). For pooled workloads at scale, AVD is more cost-efficient. For straightforward per-user desktop assignment with predictable cost, Windows 365 is simpler. Both can coexist.
AVD makes sense when: (1) the data should not live on the endpoint — compliance, IP, or security policy reasons; (2) users need Windows access from non-Windows devices — BYOD Mac, iPad, Chromebook scenarios; (3) workforce is highly variable — contractors, seasonal workers, offshore teams where laptop provisioning is overhead; (4) the application stack runs better in Azure — legacy applications, line-of-business systems, or applications with significant data gravity in Azure. Traditional laptop deployment still makes sense for the bulk of standard knowledge workers where data residency is not a blocker and the user benefits from a local device.
AVD has two cost components. (1) Licensing — AVD is included at no additional cost with M365 E3, E5, F3, A3, A5, Business Premium (for users), Windows 10/11 Enterprise E3/E5, and Windows 10/11 Education A3/A5. Most organizations already license AVD via M365. (2) Azure compute consumption — the VMs, storage (Azure Files for FSLogix), bandwidth, and supporting services are charged at Azure rates. Typical mid-market deployments run $40-$120 per user per month in Azure consumption for pooled multi-session hosts, $90-$250 per user per month for personal single-user hosts. WCC management adds typically $15-$30 per user per month covering design, deployment, monitoring, and cost optimization.
Yes. AVD is commonly deployed for compliance scenarios where data should not touch endpoints. For HIPAA, AVD provides a controlled ePHI environment with audit logging, encryption, and network isolation. For GLBA financial services, AVD supports the encrypted-everywhere requirement for customer information. For NIST 800-171 federal contractors handling CUI, AVD on GCC High provides the controlled environment required by 800-171. Each compliance scenario has a different AVD configuration — commercial AVD for HIPAA and GLBA, AVD on GCC High for CUI.
For Microsoft-centric environments, AVD has become the default choice. AVD is cheaper (no third-party licensing on top of M365), supports multi-session Windows 11 Enterprise (Horizon and Citrix cannot — Microsoft licenses multi-session exclusively to AVD), is natively integrated with Entra ID and Intune, and runs in Azure where most Microsoft customer data already lives. Horizon and Citrix have advantages for non-Microsoft environments, very large enterprise deployments (5,000+ users), and specialized use cases (GPU-heavy workloads, sub-second response requirements). For SMB and mid-market Microsoft customers, AVD is usually the right answer. See VMware alternatives for environments migrating from Horizon.

Why ship the data to the laptop when the laptop can come to the data?
AVD makes sense for hybrid work, BYOD, contractors, compliance enclaves, and offshore teams. The right configuration depends on workload, license entitlement, budget, and compliance scope. WCC will assess use cases, design the host pool architecture, and scope an AVD deployment — standalone or bundled with broader managed IT.
