Sourcewell — the contract vehicle that did the RFP once so members don't have to
Sourcewell. Formerly the National Joint Powers Alliance (NJPA). A Minnesota-based government contract vehicle that competitively bids agreements for use by public agencies and non-profits nationwide. Membership is free and open to cities, counties, school districts, community colleges, state agencies, hospitals, libraries, public housing authorities, fire and emergency services, special districts, and 501(c)(3) non-profits. Awarded contracts are usable nationwide — the competitive validation happens once, in Minnesota, and applies everywhere. Official site: sourcewell-mn.gov.
The use case. A SoCal community college needs to deploy a Verkada surveillance system across three campuses. The traditional path: write an RFP, post for 30 days, evaluate bids, award. Six months to award if everything goes right. The Sourcewell path: the college confirms its Sourcewell membership (free, takes 24 hours to activate), confirms Verkada holds a Sourcewell contract (it does), requests pricing from a Sourcewell-eligible reseller, and issues a purchase order. The Sourcewell contract has already been competitively bid and is auditable.
This page covers WCC's Sourcewell practice. For other contract vehicles, see CMAS (California state vehicle), OMNIA Partners, and NASPO ValuePoint. For the broader contract vehicle landscape, see the contract vehicles hub. Start with a free IT consultation.
Three Sourcewell contract vehicle realities that simplify procurement
Sourcewell is the most-used national contract vehicle for SMB-size public-sector buys. Three reasons it's the path of least resistance.
Competitively bid once, used everywhere
Sourcewell does the competitive bid work centrally. Awarded contracts include vendor pricing, terms, and conditions that meet the cooperative purchasing requirements of most US public agencies. The local agency inherits the competitive validation rather than running its own RFP.
Membership is free and fast
Sourcewell membership for public agencies and non-profits is free and typically activates within 24 hours. Most SoCal public agencies are already Sourcewell members. Smaller agencies and 501(c)(3) non-profits often don't know they're eligible.
The tech vendors already hold contracts
Verkada, Axis, Cisco, Microsoft, Dell, HP, Aruba, Fortinet, and most major technology vendors hold active Sourcewell contracts. The competitive bid for the technology has already happened. The procurement path is to find an eligible reseller and execute the purchase order.
Why choose WCC for Sourcewell procurements
Sourcewell procurements require both vendor authorization and operational delivery capability. The right partner has both — not just a reseller relationship, not just an installation crew.

Sourcewell contract vehicle — common questions
Sourcewell (formerly the National Joint Powers Alliance or NJPA) is a Minnesota-based government contract vehicle. Sourcewell competitively bids contracts on behalf of its member agencies — the bids meet the cooperative purchasing requirements of most US public agencies. Member agencies nationwide can use those awarded contracts without running their own competitive RFP. Sourcewell is one of the most-used national contract vehicles for SMB-size public sector and non-profit purchases across technology, equipment, services, and supplies. Official site: sourcewell-mn.gov.
Sourcewell membership is open to cities, counties, townships, school districts (K-12), community colleges, state agencies, federal agencies, public hospitals, libraries, public housing authorities, fire and emergency services, special districts (water, sewer, transit), and 501(c)(3) non-profit organizations. Membership is free and typically activates within 24 hours. The eligibility list is intentionally broad — most public-sector and non-profit entities qualify.
A representative from the agency or non-profit applies through sourcewell-mn.gov. The application takes 5-10 minutes. Eligibility verification typically completes within 24 hours. Once approved, the member receives a member number that gets referenced on every Sourcewell purchase order. There are no annual fees, no minimum purchase requirements, and no commitment to use Sourcewell exclusively. The member can use Sourcewell when it makes sense and use other contract vehicles when those make more sense.
For purchases that fall within Sourcewell-eligible vendor contracts, yes. Sourcewell's competitive bid satisfies the competitive purchasing requirements of most US public agencies. The local agency's procurement office still maintains its own audit trail — recording the Sourcewell contract number, documenting why the contract vehicle was preferred, and producing the purchase order. Local procurement policy may require additional justification memos for specific purchase categories, but the open-RFP requirement is generally waived.
Most major technology vendors hold Sourcewell contracts. Examples in the WCC portfolio: Verkada (physical security), Axis (network cameras), Cisco (networking, wireless, security, collaboration), Microsoft (M365, Azure, security licensing), Dell (endpoints, servers, infrastructure), HP (endpoints, printers, infrastructure), Aruba (networking, wireless), Fortinet (network security), CommScope (cabling infrastructure), and others. The Sourcewell vendor database lists all current contracts.
CMAS is the California state contract vehicle operated by the California DGS. Sourcewell is a national contract vehicle based in Minnesota. OMNIA Partners is the largest US contract vehicle, formed from the merger of US Communities and National IPA. NASPO ValuePoint is state-led — contracts are competitively bid by state procurement offices. Each has its own contract universe. California public agencies often qualify for all four and pick the vehicle with the best contract terms for the specific purchase.

Sourcewell membership is free. Most SoCal public agencies are already members. The major tech vendors already hold contracts.
