OMNIA Partners — the contract vehicle formed from US Communities and National IPA
OMNIA Partners. The largest contract vehicle in the United States. Formed from the merger of US Communities (founded 1996) and National IPA (founded 2007). The vehicle serves cities, counties, school districts, community colleges, state and federal agencies, higher education, healthcare, and non-profits across all 50 states. Awarded contracts are usable by member agencies nationwide — the competitive validation happens once, by a lead agency (typically a city, county, or state), and is shared cooperatively. Official site: omniapartners.com/publicsector.
The use case. A SoCal county needs to deploy enterprise wireless across 30 buildings. The contract is large enough that a standard county RFP would take 6-9 months from posting to award. The OMNIA Partners path: the county confirms membership (free, most agencies are already members), identifies the Aruba or Cisco contract competitively bid through a lead agency (typically Region 4 ESC in Texas or Maricopa County in Arizona), requests pricing through OMNIA-eligible resellers, and issues the purchase order. The competitive validation is documented. The procurement timeline shrinks from months to weeks.

Three OMNIA Partners contract vehicle realities that make it the default
OMNIA is the contract vehicle most often considered first for mid-size and large public-sector purchases. Three reasons it scales.
The largest contract vehicle in the country
OMNIA Partners has more member agencies, more competitively-bid contracts, and broader category coverage than any other US contract vehicle. The technology category alone spans hundreds of contracts across hardware, software, services, networking, security, and AV.
Lead agencies own the bid validation
Each OMNIA Partners contract is competitively bid by a lead agency — typically a large city, county, or state government like Region 4 ESC in Texas, Maricopa County in Arizona, or the City of Tucson. The lead agency runs the RFP, evaluates responses, and awards the contract. Member agencies inherit that competitive validation.
K-12 + higher ed + government coverage
Strong representation across K-12 (former US Communities), higher education (TIPS, E&I Cooperative pass-through), government (state and local), and non-profit. Most SoCal K-12 districts and county agencies are already members. Most have used OMNIA before.
Why choose WCC for OMNIA Partners procurements

OMNIA Partners contract vehicle — common questions
OMNIA Partners is the largest contract vehicle in the United States. It was formed from the merger of US Communities (founded 1996, K-12 and local government focus) and National IPA (founded 2007, broader public sector). OMNIA Partners now serves cities, counties, school districts, community colleges, state and federal agencies, higher education institutions, healthcare systems, and non-profits across all 50 states. The vehicle offers thousands of competitively-bid contracts across technology, equipment, services, and supplies categories. Official site: omniapartners.com/publicsector.
OMNIA Partners membership is open to public agencies (cities, counties, school districts, community colleges, state and federal agencies), higher education institutions, healthcare organizations, and non-profits. There are no membership fees. Most SoCal public agencies are already members — OMNIA Partners has the broadest member base of any US contract vehicle. A separate membership application may be required depending on whether the agency is joining via the US Communities legacy track or the National IPA legacy track.
Before the merger, US Communities was a contract vehicle founded in 1996 focused on K-12 and local government, with the National Association of Counties (NACo) and the National League of Cities as founding sponsors. National IPA was founded in 2007 as a broader public-sector vehicle. The two merged to form OMNIA Partners. The legacy contract universes remain distinct in some ways — some contracts are documented as US Communities contracts, some as National IPA contracts, all are now usable by any OMNIA Partners member. The lead agencies that competitively bid the contracts are unchanged.
Both are national contract vehicles open to most US public agencies and non-profits. OMNIA Partners has more total contracts and member agencies. Sourcewell has slightly broader 501(c)(3) non-profit access and is generally considered simpler for small purchases. OMNIA tends to have stronger contracts for very large enterprise purchases (cloud services, enterprise networking) where the lead agency runs a sophisticated RFP. Sourcewell tends to be the default for SMB-size purchases. Many SoCal public agencies are members of both and pick based on which has the better contract for the specific purchase.
Most major technology vendors hold OMNIA Partners contracts. Examples in the WCC portfolio: Cisco (networking, wireless, security, collaboration), Microsoft (M365, Azure, licensing), Verkada (physical security), Dell (endpoints, servers, infrastructure), HP (endpoints, printers, infrastructure), Aruba (networking, wireless), and others. Contracts are typically lead-agency-specific — for example, Cisco may hold contracts through Region 4 ESC (Texas), Maricopa County (Arizona), and other lead agencies. The OMNIA Partners contract database lists current contracts.
For purchases that fall within OMNIA-eligible vendor contracts, generally yes. OMNIA Partners contracts are competitively bid by lead public agencies (cities, counties, states). That competitive validation satisfies the cooperative purchasing requirements of most US public agencies. The local agency's procurement office still maintains its own audit trail — recording the OMNIA contract number, the lead agency, and the justification for the contract vehicle purchase. Local procurement policy may require additional documentation for specific purchase types or thresholds.
